By the end of 90-ies of the last vetch was necessary to build a new synagogue. The plan to build a center for the provision of services to the Jewish population - not only a place for prayer, but also a mikvah, kosher restaurant, a cultural center and museum. The first real step towards the implementation of the plan to build the synagogue was the meeting held in the office of V.Libmana 2 July 2004. At this meeting it was to establish the fact that the existing building does not meet the needs of the synagogue, and there is a need for a new building, more functional and more than the existing one.
Pre decided to expand and remodel the old building, but the idea was abandoned. Dedicated and donated funds decided to invest in the construction of a new synagogue. In the second half of 2004, we held a contest to select the company-prektirovschika, which won the company "Kyresaar & Cats" ("Coco"). The architects had a difficult task, it was necessary to create an interesting and remarkable multi-purpose building, which takes into account the specifics of Estonian Jewry.
After approval of the project New Synagogue and the estimated cost, the new competition was held to select the company-builder. June 1, 2005 decision of the Foundation Board and the Management Board was approved EROE construction firm Colle.
