Until 1892 the local staff at the Regional Court located on the first floor of the Pilsen Town Hall. When the place was not enough, they turned for help to the Supreme Court in Prague, where it was decided to build a new roomy building, which was located in the city center. For its construction was selected site in the northwest part of the historic Pilsen. He was limited to streets Sedláčková, Veleslavinovoy, Dominican Otakarovymi and gardens, also called gardens fifth of April. In this part of the city preserved the so-called Black Dominican monastery in whose territory he worked Hospital of St. Mary Magdalene, and the remains of city walls with semi-circular bastions.
