The oldest park in the territory of Riga is Verman Garden, inaugurated in 1817. Initially, its territory was 0, 8 hectares, is now an area of ​​about 5 hectares. Verman Park was built on the money of the widow Anna Gertrude Woermann.

Up to 1813 on the site of the present park was a swamp, which gave a lot of inconvenience to local residents. Governor General Livonian region and the mayor of Riga Marquis Philippe Osipovich Paulucci began to plan the establishment on the site of the garden on samples of European urban park systems. It was created a fund to which donations were made to create a park. Verman widow made a huge amount, more than anyone else, so later it was decided to name a park in honor of the generous giver.

In 1833, the garden was opened Vermansky "restaurant mineral water", which sold fake mineral water. This institution has gained instant popularity as Caucasian mineral springs at the time had not yet been finalized, but the German had to travel long distances. Initially, the water released to everyone, however, soon began selling bottled mineral water Verman. The building, which houses the institution of mineral water since 1863, was designed by architect Ludwig Bonstedt. Later it was rebuilt several times. In Soviet times, the sale of mineral water has stopped, and the building was opened movie theater, pharmacy stores, kindergarten and House of Pioneers.

In 1869 the park was established hourglass and zinc fountain, made in Berlin. After the death of Anna Verman in 1829, in a park in her honor was a granite obelisk, which was demolished during the Second World War. Then Verman garden was renamed the Kirov Park.
