Monument to Vice-Admiral SO Makarov was installed in his home city of Nikolayev in 1976 after the reconstruction of the Naval Boulevard. The figure of the vice-admiral was made by the sculptor A. and A. Koptev Sopelkinym metal and pedestal - from polished granite.

The outstanding Russian naval leader, participant of two wars, an oceanographer, polar explorer, inventor and shipbuilder, scientist, inventor of the first Russian icebreaker and Vice-Admiral Stepan Makarov Osipovich was born December 27, 1848 in the city of Nikolayev, was killed March 31, 1904 near Port Arthur.

Makarov was one of the most talented representatives of the Russian naval fleet during the second half of the 19th st. and beginning of the 20 st. He distinguished himself not only as a naval engineer and inventor - innovator of military affairs, but also as an explorer and scientist. Theoretical work and military activities in the field of naval affairs, Admiral S. Makarov had a great influence on the development of domestic and foreign naval science. His work is very closely linked with the city of Nikolayev, despite the fact that during his life time to serve not only in the Black Sea and the Baltic. Nikolaev drawings S. Makarov was constructed the world's first icebreaker called "Ermak".

Unfortunately, the life of the vice-admiral was tragically cut short during the Russian-Japanese War. Makarov was appointed chief commander of the Russian Pacific Fleet at a time when Japan was in the lead in the war. But, despite this, the Admiral took up the defense of a base of Port Arthur. Commander in Chief and his entire crew were killed on the battleship "Petropavlovsk", which has taken to the bottom of an enemy mine.
