In 1860, Alexander II issued a decree established the State Bank. In 1864, Kazan was opened one of the first divisions of the bank. The first room of the State Bank was in the Kremlin. Opening of Kazan division was evidence of great importance in the economy of the Kazan province in central Russia. In the pre-revolutionary period, the Kazan branch of the State Bank actively developed. Bank led the whole galaxy of fine control. In 1911, in St. Petersburg it was decided to build a new building of the Kazan branch of the State Bank. City authorities were allocated for the construction. Under the project, the building had to be symmetrical with two identical wings.
