The idea of ​​creating the museum belongs to history professor, he taught at the University of Indonesia, Nugroho Notosusanto. Initially, the idea was to use the museum Armed Forces the presidential palace in Bogor. With this request, addressed to the president of Indonesia Haji Muhammad Suharto, but he refused. Instead, it was suggested that the museum Visma Hco - building, built in the 1960s as the residence for the wife of the first President Sukarno of Indonesia, Dewi Sukarno.
